Fuel dumping
That's a wake vortex due to drag created from the extended flaps, otherwise fuel dumping is done over water and not in the terminal area especially on approach finals. The Mitsubishi CRJ has no fuel jettison valves but I stand corrected otherwise@ Jeremiah
