The player character trying to seek peaceful resolutions resulting in bloodshed because that’s the wasteland life.

I'm thinking it has to do with the law of unintended consequences. There are basically multiple unintended consequences occurring during the speech sections, starting with where the player character isn't saying they will have to leave; but they choose that anyways. And then despite the idea of the players actions being 'good karma', since he's helping a downtrodden group after all... they go on to prove the tower residents fears and prejudices correct. Sure, helping the downtrodden is usually considered a good thing. But, good intentions have this yellow brick paving effect that unintended consequences get a +10 to their movement bonus on. I mean, the player character in this whole sequence is actually a giant diptwit when a person looks at it from a realistic point of view. He's forcing other people out of their home due to forcing an undesirable situation upon those residents, feels good about himself for it (karma bonus is really just a self righteousness effect, hence the pipboy face being smug), and then proceeds to leave behind chaos in his wake instead of peace and stability. But pointing that all out in the game in a very defined way would probably get a lot of very dumb people, very angry. So they went about it this way instead, knowing that some of us out there would pick up on the real meaning of things; whilst the rest just keep being their dumb deluded selves. They make more money that way anyways, catering to stupid people. There's a lot more of them than the rest of us. Obviously they're going to cater to the larger market of their fan base.
