I think Viserys knew and although it was still his daughter and brother and it hurt him deeply to see them together I think he knew that in the end they had to be together and that the realm wouldn’t be united without a strong incestual Targaryen line to succeed him I also believe that is why he never named another as heir (not just because he didn’t like his son) because he knew how strong the two of them would be together with their chemistry; both Rhaenyras calm and logical mind mixed with Daemons radical aggressive one
