"Accuse" and "Blame" have two very different meanings. Let me set the stage and give you an example. Someone took Jennifers blank. Jenifer thinks Katie took it and says: "Katie, why did you take my blanket?" Katie doesnt like this, and says "I didn't take it! Ashley did!" Katie blames Ashley. Jennifer accused Katie. Another example could be "Its not my fault, I didnt know you asked for the microphone, Ashley told me to get it for her!" This person is saying its not their fault, and putting the blame on Ashley. Blaming is more so putting the results of an action on someone. Accusing is saying someone did something. Heres another example "Why did ypu take the microphone?" (Accusing) "I didn't." (Denying) "It was Ashley, she took it." (Blaming) This probably makes no sense, but they have different meanings.

Accusing somebody of something carries a very similar idea to blaming somebody for something. Specifically, if you accuse somebody of something, then you state your accusation aloud. It's possible to blame somebody for something without ever saying a word. You can "blame" silently, but you really need to open your mouth in order to "accuse" somebody. Both of them do mean that you hold somebody responsible for something.
