I don’t think the Highway Traffic Act says you must turn. There were pedestrians crossing. I cop will charge someone for trying to be safe and wait to make sure they don’t cause an accident.

I visited Canada a while ago and often saw people ignoring a red light when turning right. After asking, I was told that the general rule is that if it's safe to go, you may ignore the red light, only while turning right. If it's not allowed there will usually be a sign indicating that (which I did see a couple of times). Maybe different provinces have different rules though, as I was in Alberta. Anyhow I found that to be a pretty interesting traffic rule lol
