Provoke doesn't guarantee enemies will target the unit It just makes them count as a more favourable target Since Nephenee was basically capped and not having her stats penalised, the other units were good enough targets that they would probably all need to have Shade for Provoke to work Assuming I understand the skill correctly

I don't like original Birthright version. Because Nohrian enemies doesn't have a strong weapons, skills and stats. I prefer Fire Emblem Fates modded but I have a Fire Emblem Paragon.

If you use mewtoo's radiant dawn rando/editor you can apply ironman and just let all of them die and only have Nephenee. I imagine there is a way to change all the Lords into Nephenee, so each chapter's Lord is Neph :') so at most you have 3 or something strange like that. That is the biggest downside of radiant dawn is this army hopping
