But , in any case i think states which could keep their popukation under control should not suffer with representation of number of members of parliament at the hands of those who does bot control population. It is also important that the proportinal representation of MPs according to population is relaxed greatly for states which never had high population and so never had importance in parliament but could still keep their population under check. I am talking about small states of North East like Mizoram ,Manipur, Nagaland and the rest, J&K, Punjab, Haryana, Himachal, Uttarakhand, Goa, Andamans, Puducherry and Lakshwadeep. They should be given higher proportionate representation in parliament using different formula.
