I figured, even only having been with his guardians for less than 48 hours - they are both more compassionate and caring than anything Izuku has ever experienced.
his body is going through a sort of rapid decompression, and he's not really noticing it. i have to imagine a child that doesn't communicate through speech is very good at focusing on all the other things people do - their feet, how they stand, their eyes.
Izuku spent years trying to tone out the screams, so he learned to read attitudes through other methods.
Shouta and Zashi are probably just a comfort to be AROUND, given how differently they carry themselves compared to Izuku's birth parents. Just their presence and moods is likely a comfort to him, that's quickly unwinding all the tension in the boy's chest.
