In the context of this show, the lady who owned the house stole the recipe of Gloria's hot sauce that was for sale (the girl with him) so he was trying to essentially blackmail the lady into backing down. I'm not a realtor, but I guarantee you the only way that school zoning code would ever be enforced is if someone had vendetta against you. My best friend in HS moved in with her sister like 15 miles away from the really good public school we went to in an upper middle class neighborhood after her parents got divorced, and used the same tactic you talked about. Luckily she was 17 at the time and had a car to make the trip. Code enforcement is similar in the fact that it's almost only an issue if you have beef with your neighbor, it's infringing on their property, or is something genuinely dangerous. Either that or if there is some historical aspect of the house that needs to be maintained.
