I think if a normal pokemon that can learn these attacks can have the same attack and special attack as Kyogre in some level maybe it can do this.

According to a Pokemon Wikipedia, It's better evolve Nindorina to Nidoqueen at level 53, So it can get better moves. But it's your choice to evolve earlier. There are many people saying to evolve Nidorina at other levels such as 23 so it can learn Body Slam and etc., But the choice is yours.
