Duulimaadku waxa uu u qaybsamaa laba qaybood oo kala ah:
1. Waaxda ilaalinta shuruucda iyo Bedqabka (Regulations and safety oversight): Qaybtaani wexey matashaa dawlada (state) waxa ayna hubisaa in adeeg bixiyuhu buuxiyey shuruudihi looga baahnaa si loosiiyo ruqsad uu ku shaqeeyo (Operations license, authorization and or approval), sidoo kale qaybta shuruucda iyo illaalinta bedqabku waxa ay kor-joogtayn ku haysaa in adeeg bixiyuhu ku taagnaado buuxinta shuruudaha ku xiran haysashada ruqsadda.
2. Adeeg bixiye (Service Provider): waa qaybaha fuliya shaqada duulimaadka sida Airportska (Airports/Aerodromes) Shirkadaha diyaaradaha (Airlines), Xarumaha dayactirka diyaaradaha (Maintenance Orgnaizaitons) iskuulada tababarka duulimaadka (Aviation Academy), iyo qaybta bixisa adeega duulista hawada (Air Navigation services provider).
