The armor is the cosmetic set you get when you pre-purchase the more expensive options of the new expansion
His weapon transmog is from amirdrassil raid. Do awakened raid finder and get bronze bullion and u can buy the transmog appearance from a vendor in valdrakken (can buy any other weapon appearances from the expansions raid aswell).
