Ellington, that was being pulled over on 390 by the Chili Ave exit. The guy slid off the road, got scared, and ran from the cops. This is never a good idea, regardless of how innocent or guilty a person is. When Monroe County Sherrif's deputy Michael Rieger found the guy that ran in an open garage. The guy gave himself up and laid down. The Monroe County Sherrif's deputy Michael Rieger released the K9 anyway and had the dog bite the guy. At that point, the guy was no danger to the cop nor his K9. What kind of person intentionally orders a dog to attack a person that is no danger to anyone? Michael Rieger did not follow the laws and policies that he agreed to do so and intentionally caused suffering to this guy. "Rieger, his K9 partner Mic, and an unnamed Sheriff's deputy tracked Ellington to the garage. Rieger approached the garage and advised that he was going to release Mic into the garage. In response, Ellington pushed the mattress away and laid down on the ground. Rieger then released Mic and Mic "grabbed" Ellington's right wrist and hand." Ellington was handcuffed too tightly, complained about it, and his complaint was ignored. The transporting deputy deliberately rolled the windows down on the car, to freeze the guy. While at the jail, "An unnamed sheriff's deputy then signed a refusal of further treatment on Ellington's behalf." When the guy was eventually released with ***no charges***, he was taken by ambulance to the hospital. At a subsequent procedure in March of 2014, some of Ellington's fingers were amputated. from the lawsuit: He allegedly sustained several injuries from his subsequent arrest: a dog bite on his hand, a knee to the groin, and frostbite to his hands from exposure to the cold and unusually-tight handcuffs. This lawsuit followed. This guy's "violation" was running from the cops. The vigilante cops took it upon themselves, in violation of law and policy, had a dog attack Ellington, kneed him in the groin, and racked the handcuffs so tight and had him freeze so that he got frostbite and later lose some his fingers. The result is that Ellington received $65,000. There was no punishment for Monroe County Sherrif's deputy Michael Rieger. He did not pay the $65,000 settlement. Monroe County residents are paying this out, 6 years after the fact, after many court hearings. Michael Rieger should no longer be a Monroe County Sherrif's deputy and he should be made to pay this $65,000 settlement. Michael Rieger is a bad cop!!! This is another example of the evil of qualified immunity that lets Michael Rieger get away with crimes.

    FYI, many sections of the pdf on the agenda have hyperlinks. The way to tell is that the cursor changes from a vertical text selector (pipe) or arrow to an index finger on a hand. Maybe the county clerk's office could create a more obvious indication that a section links to an external resource, by underlining a section that indicates a link and changing the color of the text to blue.

By 2040 only 15% of global energy will be renewable . This is because electricity is only 20% of global energy use . By weight only 4% of mammals are wild ( humans & livestock = 96% ) . Emissions went up 50% in 30 yrs , up 30% in 15 years . C02 will be 500 ppm by 2040 and 600 ppm by 2050 = 2X safe limit of 300 ppm . Renewables will be only 20% of global energy by 2050, even with new solar tech - thanks to AC, cryptos, chargers etc. Dams and bio-energy are ecological shitholes. You can’t burn forests for electricity to save us from the climate. To get 30% of energy from algae would take a country the size of Argentina. Soy and corn are gene modded to survive the poisons that kill birds, bugs, fish, frogs & plants Soy and corn are treated with petrochemicals and nano particles for market Soy and corn are wrapped in gender bending containers for shipping and storage, then we eat it - get sick - and buy medicine from the same people.     Nice description by a neighbor of mine: "This evening things got fairly heated at the County Legislature meeting. Let me share my thoughts and why I voted no for the six new BOE positions. Six patronage positions created by the two political parties, that stand in direct contrast of good government. At the heart of the issue is that our local Board of Elections has been through a great deal of personnel change; the election laws have changed quite a bit in New York; strong disagreement in the Democratic Party of Monroe County over the choice of a new Election Commissioner, a choice political appointment with a salary between 100k and 130k. So, what happened this afternoon and evening? The leaders of the two political parties in the Monroe County Legislature, Majority Leader and Minority Leader, proposed legislation as a Matter of Urgency mid-way through the day which created six new supervisor jobs in the Board of Elections: three for the Democrats and three for the Republicans. Pretty convenient, eh? Since it was introduced as a Matter of Urgency, that meant that we were forced to vote at 5:45 P.M. today. There was a motion to table the law/referral, but the motion failed 20-8. There was even a second motion to table the issue as events unfolded. It also failed on a 20-8 vote. Here’s what sticks in my craw. The proposal came out of the nowhere; the Board of Elections Commissioners were not present at the time we began discussions of why this matter required action; when they showed up they struggled to answers as to why this action was necessary other than their own office as dysfunctional; they have no job descriptions for the proposed positions and relayed the fact that no employees of the Board of Elections have job descriptions; they indicated that nothing had been put in writing justifying the request for the six positions, no narrative of current challenges, no data indicating need, no analysis of current capacity vs. need. Friends, I have always told you that I am driven by data and evidence. And here’s the kicker: the salaries of the six jobs on an annual basis represents a cost to the taxpayers of approximately $450,000. With pension, health care, support costs, and other benefits added these positions will cost taxpayers a minimum of $600,000 per year. The long term costs of this rammed-through action tonight will be in the millions over the years. We are all aware that our nation is in the worst financial crisis since the Great Depression? Our neighbors in Erie County and Onondaga County have not created similar positions. Ultimately, the legislation was passed on a 20-8 vote. The Republican faction now has three jobs to hand out to their friends. The Democrats who supported this [5 out of a caucus of 14] enjoy the same patronage situation: three jobs controlled by their preferred player in the Board of Elections Commissioner drama. "
