It's a ground belfry since before more recent renovations, the bells were deemed too heavy to stay in the tower. We're an earthquake-prone country, and that is what destroyed previous iterations of the cathedral (along with fires and the 1945 Allied bombing of Manila). It still is the religious goods store, and the reenforced main belfry now houses other bells.
