Hey, I got it! The real fix! It’s way easier than you think, don’t trust any of those videos. I had the same problem - neither my console nor my friend’s console was activated, but it kept saying there was a console enabled. You need to contact PlayStation Support, use the Chat Bot, and request to speak with an agent. They’ll ask you a few questions; you need to respond quickly and be very specific with the details. I told them the issue started after PSN went down on September 30th this year, and I mentioned that the "Deactivate All Consoles" option wasn’t available. They checked their system and performed a remote deactivation. After that, I was able to activate my console again!
