They scam you with not just one guy they use two sometimes three guys. So you won't have to pay one guy you'll end up paying 3 in this case you paid for twice the job. So they know what they're doing.

You told him the wrong name for the market. Pettah market means in general where people sell vegetable, fish etc. If you need clothes and leather goods, you have to say that specifically, so that they can take you to the correct area within Pettah. Usually those shops are along Main Street which is also in Pettah.
