Usually there is auto refund and manual refund procedure. If you did game under 2 hours it just goes through auto refund flow and approved automatically. It would be way to complex to develop bunch of picky validation. Price of developer body leasing is 500-1000 euro per 8 hours + you pay QA and business analyst, time of project manager, and spend time for group meetings to discuss all different cases and combinations when refund should or should not happened (meeting is minimum 1 hours long and you probably need couple of them for the group of approx 8 people) At the end having simple rule of everything refundable under 2 hours will cost about 3000 euro for company. Implementing complex business logic would can drive cost up indefinitely + room for a bugs which would require additional time of employers in the future - can be up to 50 000 euros. + this time of implementing this logic could be used for other feature that can generate money over time. So you need to add loss of potential income. It is way cheaper just to make full refund then try to solve every corner case chasing every dollar.
