If they left their car there it would be an issue, however they didn't walk far. Also, this isn't an obstruction the eyes of the Police. I've literally reported worse than this and the Police didn't care!

those gas canisters were probably left by gypsy's and that's why there are fences across the road to stop them coming in, they were probably the ones that burnt that building down making it unsafe and that's why the dangers signs were up
