It's more about Thatcherism - let me quote someone's comment: Some made money, opening their own business as self-enterprise was encouraged, certain types were also making "loadsamoney" speculating on the Stock Exchange, flaunting their new-found wealth with Porsches & the newfangled mobile phones (£3000 to buy in 1987 & 25p/min calls!). Trouble was, a lot of this speculation was "flim-flam", on paper only & it came crashing down. The main problem was it was only for a minority - wholesale closure of industries & unemployment beckoned for many. Truly a case of the "haves" & the "have nots".

You can flip the satire pancake as many times as you want, to get the result you want in terms of who exactly is being lampooned by a piece of comedy. The fact is that this character created a stereotype in the minds of the middle classes, which was an object of derision. Acknowledged that Enfield did his fair share of lampooning of all classes, but that’s what he’s doing. It’s just not high minded social commentary, as you are suggesting.
