You'll see this usage of C in most microcontrollers. Although you can use a bit of C++ on the Arduino, most stuff is C or "C with classes". The weird thing is that on C++ conferences they'll proudly boast it holds true to "zero-overhead abstraction", which should imply there is no conceivable reason to think the move to C++ has a downside. That said, if I write a small program in C++ to be deployed on a Raspberry Pi Pico, it will turn out a lot bigger than the comparable C one. I have not researched that, but I think there is some "overhead" that is not actually used, and a "bare-metal" runtime library could solve that. Rust for the Pico actually uses that approach. The thing is... C++ developers (or compiler/runtime writers) don't see the problem, while C users don't see it either. Both think their approach is the obviously right one.

It was pure C. (This was very early 2000s). Now I work in support of GPS, and our code is either C++ or Java.

U have limited resources (RAM, HD, processing power), but still need access to HW, you should consider C. If you have more resources, and want to trade resources for OOP, then consider C++. If you are writing enterprise software that has virtually unlimited resources, and you want to have both OOP and feature oriented programming capabilities, consider C#. Rust is also a great low level language, and if it fits into your organization’s skillsets, then consider it. Go is great for web services, as it eliminates concurrency programming headaches via channels; Go is probably the best for creating microservices for large microservice farms, but the skillset is not as proliferate as the C langs. U can’t go wrong with C but it, like all technologies, has its niche. Do you research; there is no one right answer, only tradeoffs and consequences.

C gained lots of momentum over the decades, it was the S-Tier programming language once but it has lots of vulnerabilities but porting code to a better language costs money or resources.
