Given this is supposed to be a Thieves Guild infested city, you'd think Bethesda would have cleverly worked in that bit of lore into NPCs giving back items you dropped. Like let's say they see you drop a diamond, someone picks it up and says "Hey you dropped this" and gives it back to you but when you see it in your inventory you realize it's fake starting a quest to retrieve the real one.
