The other main issue is pollution from black water sewage dumped straight into the rivers leading to record high E.coli near beaches and risk for hepatitis.

Always rainy season? Well that is because the rain flood the rivers bring down the trash dumped into the many ravines upstream. I have been told lower income do not need to pay for trash collection in Bali. Well I live near Sanur and I witness on a regular basis locals dumping their trash bags in nearby subak (man made drain), they also dump trash along the roads and not to forget they burn plastic trash in residential areas. All activities that can lead to 3 month jail or heavy fines. When I ask local authorities to stop this; I'm receiving threats, no action. Nobody arrested or fined. All laws and regulations just for show.

I think it may be ceremony for the “New Moon”. I saw it once but that was in March but they called it Malasti ceremony then. I think Malasti means moon in Balinese bahasa could be wrong though.
