I was experiencing the flickering with Microsoft teams. I live in Europe (220-240 V, 50 Hz). I was skeptical, "why should a setting in the Windows camera app influence Microsoft teams?" But I'm pleasantly surprised that my video appears flicker-free in Microsoft teams, at least for now.
Good to hear your webcam flickering issue solved. I think the camera app controls webcam over the ms teams. The top priority is the camera app.
