I checked it out, yeah the npc is just saying the wrong lines. On my save I got the same looking npc entirely but the voice lines were appropriate.

Actually got this done in 4:30 but I didnt know Bungie buffed the time to give us all 6 minutes and took away the 3 mega moths that come at you after certain boss damage phases. You can even see me searching for those mega moths in this clip which cost me time, The boss falling down in the back area also cost me time. Clean that stuff up and I could hit the 4 mins with this Actium/Cerberus set up. This level actually became kinda fun once getting the hang of things.
