1) You need at least 75 Frostdraw and you need the talent Ethiron's Gaze from floor 1
2) Talk with the kneeling kyrsgarde npc to the right of the obelisk at the very start of floor 2, go through all his dialogue (you can mash 1 until he's done talking)
3) Kill Ethiron and grab the spear during the escape sequence
