OC:- Observe the conditions of the visa - the visa sought is for a specific purpose and duration:- the applicant has not satisfied the visa officer that such conditions would be observed. Information supplied by the applicant concerning personal, educational, economic and family circumstances has been deemed insufficient to satisfy the visa officer that the applicant would observe the conditions of any visa granted, with particular regard to the use of public funds/public resources, and the possible risk of overstaying in the State.
