This one's in the cafeteria of Vault 111, on your way out of the vault at the beginning (once you come out of cryo). Make sure and take the game cartridge, though, and then you can play it on other terminals as well. There are at least five other game cartridges you can find throughout the game, all of which can be played on terminals. Or, if you have the right DLC (I think it's the Contraptions one), you can build arcade machines for each game in your settlements.

Why would that be the case? Because they at least enjoy every Fallout game (except BOS)? Why do you have to start with 4 to enjoy Fallout 4, Fallout 3, Fallout New Vegas, and Fallout 2? Fallout 4 wasn't even the one that got the most praise in this video. It'd make more sense to say they started with Fallout 3.

Believe it or not even Hitler thought he was doing the right thing, even though we know damn well he wasn’t. The master was probably the best written and most flushed out Fallout antagonist in the series.
