Bill was more of a neutral trickster and one off character originally but they reshaped his personality into more malicious and made him the final villain

So they were going to hop into everyone's minds but they cut it due lack of time, some of Mabel's mindscape ideas were reused on Mabel's Bubble during the finale

After reading the book and watching that first scene, it's cool to see that it was Alex's intention from the start for Bill to be a lot sillier and more comical. Post-production in the show, he definitely comes off as more menacing and serious--but really the heart of his character really is just a colorful blended smoothie of insanity topped off with a silly straw (and a touch of trauma) :)
