In fact multiplicity of institutions is too one of major causes of poor governance. In Baluchistan for instance there are many overlapping tiers of law enforcement mechanism. Then the outdated locally influenced Levies system is in vogue which too has been a main factor in limited role of Police. Uniformed law enforcement mechanism needs to be put in place for maintenance of order. Admn reforms are earnestly required as DCs hv no professional expertise of policing and therefore Levies may be placed under police department so that uniformity is ensured that will definitely lead to winnowing lacunae as evident from KP and Punjab fight against militancy.
