Since 1952 this journal has delivered many thousands of articles on a wide range of topics of interest to specialists, practising engineers, educators and students in the field of interest of the IEEE Antennas & Propagation Society. The Transactions publishes 12 issues per year and occasional Special Issues amounting to about 6000 pages annually. Author contributions of relevant full length Papers and shorter Communications are welcomed. All papers and reviews are submitted via the manuscript management system ScholarOne Manuscripts. Before submitting a paper for review, please refer to Information for Authors. The success of the Transactions depends heavily on its volunteer reviewers. If you wish to be a reviewer contact the Editorial Assistant. This is interesting. I think you should be able to design your own receiver antenna and probably get the same benefit of rotation by arrays of small detectors, (smaller than wavelength). By the way, your link to your paper goes to "pay per view". I had to search for an open version, which I found on ResearchGate. I do not know the policies or goals of IEEE these days. After 25 years of checking, I mostly find groups that are open can grow orders of magnitude beyond closed ones. Each situation is different, but the stagnation of closed groups is almost similar to people trying to breath in a sealed room. Since you are physically rotating, I think "virtual" is a bit of a stretch. I could probably tell you how to make a "real" virtually rotating receiver, but I am just too tired today. I can think of five ways right off the top of my head. But it is not my problem. I think you are on to something. Keep up the great work!! You might want to treat it as a machine vision problem. And stop trying to use "antenna" methods. If you had $Thanks, I would send you money for a cup of coffee at least. All I can do is say "Thanks for sharing". Richard Collins, The Internet Foundation
