They fire very rapidly, just charge them with infantry or cavalry, No reason to waste units on a skirmisher unit which fires faster and has longer range. You also gave them all chevrons which further boosts their reload

I can explain a little bit. Cavalry in Shogun 2 does not have a "stand up after getting knocked over" animation, they just instantly dies, unlike infantry. So while weapons with knock-back effects (most siege units, cannons, firebombs, and of course, Shimazy Heavy Gunners) aren't that deadly to infantry, they are very lethal to cavalry.
