I think a prime version of the person who ruled over purgatory would be really cool, since V1 had apparently killed everything on that level. They should have a void/empty theme. Also I really want a prologue dlc where we play as Gabriel with Minos and Sisyphus being bosses. The finale should be where Gabriel goes back and kills the council.
