I could easily see how a piece of upward facing, live, non-terminated romex could accumulate enough dust between the conductors to create an arc and light its own insulation like a candle. Regardless of how likely that scenario actually is, it would be irresponsible at best to leave such a simple threat to your life and property up to chance.

Beams will not see any water. Trex Rain Escapes drainage system is installed over the top of the joists and beam. This keeps the beams from ever getting wet.

If they wanted it in metal I am sure that is what they would have done but that set up is perfectly fine and is what they wanted.
