Having dealt with lots of black foreigners in real estate and being a landlord, this is lack of education on cleaning, a culture of throw it anywhere ax well as not caring if you don't own it and just plain filth....deakt with chickens being slaughtered on balconies, buckets of blood kept in flats, carcasses in the bath, keeping all windows closed so cockroaches infest....just a bush mentality...no pride in keeping their place or block clean....I have Ethiopian tenants upstairs and desk constantly with blocked drains (everything is shoved down the drain), cockroaches and noise.....if you want to live in western society then you have to live like a westerner.....it's also a class thing although i will say white squatter camps are cleaner than black ones....

Lack of management and maintenance culture

Besides the residents made it that way. Do you expect the municipality to continually clean up after their self engendered filth?.
