This is one of many gems on the Sega Dreamcast. My neigbors had this game growing up and we spent countless hours playing it back in the day. The AI is notoriously bad on extra stage 2. Watch and see.

Here is video proof that you can steal the VIP badge from Radian. Your Luck stat has to be close to or higher than Radian's Luck stat which is 399. I boosted Nocturne's luck stat to 400. Shoutout to dragonknightx in the GameFAQ's forums for figuring this out in. Video recorded on my original PS2.
