are they both males cause if they are they will kill eachother in that cage I would recommend have them in separate cages

The tiny cage is most likely to make sure they can get used to their environment easier. It's the same with a reptile or a cat, you have them in a smaller area/room to have them acclimate to the smells and sounds before putting them in their forever home. I could be wrong obviously and this could be the intended cage for their forever home (which isn't appropriate) but none of you also know what the case is so dont make assumptions and start attacking this guy. If he cares enough to socialize with them and give them vitamins I'm sure he knows enough to put them in a bigger cage when the time is appropriate. If he posts again in a few months and the birds are still in a small cage thats when you get upset and say something.
