I would argue that all possible outcomes have been determined (written). Why I said so, is because absolutely nothing escapes Allah's exalted knowledge. We are no doing because it was written. But it was written because it was in Allah's eternal knowledge that given the choice that He had given us, He know what choice we would make and what choice we would not have made.
