I don't know about pepper spray but I carried mail for 33 years and I got more than 1 whiff of dog spray! It was never sprayed directly in my face but just the mist. It will bring tears to your eyes and it burns like hell if you get any in an open cut. It ranks right up there with grabbing a red hot piece of steel and not being able to let go..... I don't recommend trying it unless you like pain.
