Не думаю. Германии было бы выгодно содержать Украину и что бы она была достаточно сильной для сопротивления России. Скорее всего, (при победе Германии в 1 мировой) для Украины и Украинцев угрозу представляла бы Россия, и с каждым годом оккупации Германии, Украинцы всё больше настраивались бы против России и были бы за Центральные Державы.
