Superintendent Clapprood and City Solicitor John Payne regarding the "No Transparency" of the SETTLEMENT AGREEMENT, and the Department of Elder Affairs/Council. City Solicitor John Payne who was the sole judge on the COMMONWEALTH v James VOLTZ:2023CR002756 in the felony charge of assault against 107 year-old Alberta "Dolly" Howard who never received Victims Advocacy Protection. James Voltz was and still is committing elder frauds and scams and the homicides of four elders from 2020 to 2023. When Judge John Payne retired Mayor Sarno appointed him to Board of the Police Commissioner and then as City Solicitor to cover up the crimes of public officials and their departments/agencies of robbing t elders.
