According to a wiki page that contains the International Bumpers(from all regions). However, the AVID Wiki(Future TIDE Wiki) says it was from 1998-2014. However it can be wrong and would be surprising if anyone were to find a VCD that contained those bumpers from 2015.

@Grimparsley2672 I can tell you more of it if you want/interested at it, but for short, the company who published all of the Disney, WB, Paramount, Sony, (and every other major movie company) VCDs was published (founded in 1998) Tiglon and eventually due to losing to streaming platforms, the company that published all of them went bankrupt in 2014, that’s why Turkish VCD’s died, last known Disney VCDs was released in 2013, every Disney release of the year was on VCD (Planes, Frozen, Teen Beach Movie, Monsters Uni, The Lone Ranger, and Oz the great and powerful), and major film wise, currently the newest found VCD is the Turkish VCD of a Lego Batman Movie, released in 2017 and the 2015 VCD rerelease of Megamind (by a different company)

Its not restoration, this was the original commercial found in the animators account, so I uploaded here and put the link to the source, same with Maters Tall Tales storyboards!
