When local weather pattern change things like rainfall are affected. If rainfall patterns change permanently then the climate will change permanently as well. So this is just ONE thing of the thousands that affect the climate. Specifically lets say the prevailing winds change slightly to flow more over the artic then those winds will take warmer winds over the artic warming up the artic and cooling down parts of Texas causing massive thawing and changing the climate of both texas AND the artic and everywhere else in between, as a very simplified example.
