What you see is the crew connecting the packer to a Wireline setting tool of sort. The setting tool is lowered into the well using a Wireline; hence the name. The packer can also be run with tubing or coiled tubing. Wireline setting is usually faster.

Dude get a T Handle Allen and save yourself some trouble. That bushing could use some dry molly as well.
That set of Allen wrenches probably belonged to the wireline crew. Packer hands never use their own tools.
