One of the issues with Section 3; Energy Performance Assessments is that English Heritage have proven that EPCs are completely useless for measuring the performance of historic buildings and actually underestimate their performance by as much as 1/3rd. I have seen this first hand how badly the software works when judging historic fabric. As it simply cannot factor for 'soft facts' and can only model what are called 'hard facts'. Hard factors being thermal resistance numbers etc., and soft facts being vapour permeability, condensation and condensation risk etc. when all historic buildings are entirely reliant on their appropriate functioning and true thermal performance being solely based on those soft facts the software does not stand up to any scrutiny. A new measure of performance separate from the EPC needs to be created that factors in and models these soft facts to suitably reflect real world conditions. Because if you are basing your energy performance of an historic building on an EPC you will be directed into performing not only unnecessary but also wholly inappropriate alterations.

Perhaps it would help to re-invigorate town centres were thier local legislatures to concentrate on promoting those things which are unique to the area, and not just independent shops.. Street culture, theatre, music and food etc.. I know this is being tried already, but all too often the products of this are not in fact local, but are attracted in from outlying areas. A stricter emphasis on local sourcing of such things might help. Happy New Year! 🎉
