Attracting and repelling is said in the sense of their distance with respect to each other. Theres is always a repulsion. It can be a minimal repulsion and maximum repulsion. The minimal repulsion is sometimes reffered as attraction and nothing else. You can understand it as below: Two electrons with spins in the same direction are in a triplet State. This arrangement is described by the Pauli exclusion principle, which states that no two fermions (like electrons) can occupy the same quantum state if they have identical quantum numbers, including spin. Because the electrons in a triplet state have parallel spins, they must occupy different spatial regions to avoid violating the exclusion principle. The electrons tend to stay apart, when spins are aligned, they cannot come close to each other, leading to a relatively more repulsive interaction compared to the singlet state, where opposite spins allow the electrons to pair and occupy the same spatial region, minimizing their repulsive interaction.
You might have seen, the "Top" in your childhood . Two Top spinning in the same direction repel each other. Two Top spinning in the opposite direction attract each other. Note : Always remember, Electrons doesn't Spin. As per today's understanding of Physics. They just behave as if they are spinning.

After that you can go with the first book. If you just want a single book, then go through Fundamentals of molecular spectroscopy by C. N. Banwell
