because security batons are surprisingly hard and heavy in real life, meaning with the power armour you have the strength of sledge hammer behind a coin sized area, plus a guy in power armour is a lot more likely to survive melee engagements, its not like the institute is known for melee fighting, but the gameplay reason is he's probably a legendary enemy(or ally in this case) so has a security baton with a legendary effect in his inventory, like how i one found a raider shooting me with a 2 shot laser musket
