The Public Utilities Regulatory Authority (PURA) is statutorily charged with regulating the rates and services of Connecticut's investor owned electricity, natural gas, water and telecommunication companies and is the franchising authority for the state’s cable television companies. In the industries that are still wholly regulated, PURA balances the public’s right to safe, adequate and reliable utility service at reasonable rates with the provider’s right to a reasonable return on its investment. PURA also keeps watch over competitive utility services to promote equity among the competitors while customers reap the price and quality benefits of competition and are protected from unfair business practices.

It’d be awesome to see a breakdown of the financials in a rate case-what the utility requests, what the commission approves, and what the consumer advocate pushes for. That would really help clarify the process!

Please exercise any power you have to take a look at the extremely limited amount of discount and reduced rate programs for the elderly, disabled and low income persons who are Connecticut residents. Eversouce required very personal documentation and information from me regarding my finances and personal circumstances. I never heard back from them AND as you well know they have next to no customer service support aside from an automated phone line (which is impossible to navigate). They have No online customer service contact options at all, which in today's day and age is ludicrous for any public service provider.

Not very helpful. Website should have a clear list and link so residents can find proposed rate increases and a direct link to file a public comment. PURA website is not user friendly.

This is an excellent overview that demystifies a topic that I have heard about but didn't quite understand. Bravo.
So, it sounds like what she is saying is that the distribution fees are set by the federal government, Pura and the in the Ct legislators and that is our total delivery cost. The delivery cost includes transmission, distribution and public fees. The public fees will not disclosed on our bill but it is essentially additional taxes. I think that it is important that we see what they public fees are. Additionally, it also sounds like the transmission fees which are federal are basically another tax. What does the federal government actually do to the power lines? Do they maintain those lines?
With the NETTING TARIFF, does my extra solar produced electricity (kWh) get stored at Eversource at the same rate, for example, my extra electricity get purchased by Eversource for $0.22 and then if I need it, I buy it back for $0.22? Also, do I get $0.0318 for every kWh I send to the grid as extra incentive?
I had Tesla install a 14.4 kW solar panel system on my house, with no Tesla powerwall, currently waiting for inspection and PTO. I use geothermal heat pump (2 wells in ground) for heating and cooling. I have a heat pump water heater and heat pump pool heater. In total, I use 22,000 kWh per year without any fossil fuel, where my solar panel system is estimated to produce about 12,000 kWh, a bit over half of what I need for the entire year. There will be months during spring and fall (roughly 4 months) where I don't use heating or cooling, so I will be producing more electricity that I will be sending to the Eversource grid. My questions is, when it came to NET METERING, I ended up choosing NETTING TARIFF. I thought that the BUY ALL TARIFF price of $0.2943/kWh is fixed for 20 years and if the electricity price goes up above that rate, I will be selling my solar panel electricity at a lower rate then I am buying it from Eversource. Just want to make sure I made the right decision. Please let me know what your thoughts are. Thanks

I would recommend the netting option. Otherwise the electric company owns all the electricity your array puts out and you “buy” it back from them.

What a joke!
Why do you call or think this is a joke? I've had solar installed since December 2021 that I purchased. My bill for January and February have been $14 and $6. Because of what my monthly bill averaged I've returned almost $300 back into the account that I use to purchase the solar.
I can't tell if it is a joke or not. If I will get three cents back total from what I send to the grid it is a joke. Also, since they raised the price by about 12 cents starting Jan 2023.

When you say discharge the storage evenly between 3-8, what does evenly mean? How much of my battery should I expect to be discharged exactly? I can't find this stated anywhere. Is it the all the storage the battery has between 3-8? So for example, if my powerwall is 80% full, I have to dispatch 16% 5 times (5 hour window 3-8) until it's completely drained? Or is the amount discharged at the discretion of the owner, and I can decide how much I want to give back between 3-8? Thank you!

Table 1 on page 7 of the Program Manual provides a summary of the months and hours the passive dispatch setting take effect.
