The Higher Education Authority (HEA) is a grant aided institution established under the Higher Education Act No. 4 of 2013. The functions of the HEA are as follows:
(a) Setting standards for Higher Education;
(b) Quality Assurance;
(c) Registration and Accreditation of Higher Education Institutions; and
(d) Provision of advisory and regulatory services.

HEA Press Release: HEA Audits 9 Colleges for Violating Enrolment Requirements
The Higher Education Authority (HEA) has conducted nine (9) incidental audits on Higher Education Institutions (HEIs), specifically on named colleges, and confirmed the allegations that these institutions had enrolled students who did not meet the entry requirements of five (5) O-Level credits or better.
