I am a native Eastern Oregonian (born and raised here), and I'm happy to hear how much you appreciate and enjoy Eastern Oregon. But please try to learn correct pronunciation of people and places. Wallowa, is pronounced "wuh - Lou - (like allow) whu: wuh-low-whu Lake or Mountains. Alvord Desert/Hot Springs, is pronounced "Al-void", hold the "r".

Joseph, Oregon, & although I have not been there in 16 years seems an ideal retirement locale for many of my needs. Around 1,200 in population & so I understand a community with some artistic atmosphere. Wallowa Lake & the surrounding mountains are unique even for Oregon nature. The other memorable locale for me in eastern Oregon remains Steens mountain & I have commented on that area extensively elsewhere on You Tube.
