Yes, it is true. If you owe back taxes, the IRS can and will take your stimulus payments. I actually visited my local IRS office because I had to show proof of identity in order to complete my taxes for 2020. I did not file my 2019 taxes, so I had not received the first and seconded stimulus checks that has already been issued. I was informed by the IRS agent that I would not be receiving those checks because I owed back takes. Although it was stated that owing back taxes would not effect you receiving this money, if you do not receive these checks during the issuing time frame you will loose the opportunity to receive them and they will go towards back taxes. Here is why. If you do not receive your stimulus checks during the automatically mailed out direct deposit time frame and you have to recover those funds , IRS does not recognize those funds to be stimulus payments instead when recovering those funds they are calculated as tax credit because the IRS see those funds as tax credit they can be used to pay an offset with the IRS in other words they can be used to pay your back taxes. so in layman's terms if you are receiving these funds after the issuing window, And you have to make a recovery or file a recovery for these funds the IRS are recognizing These funds as tax credit and not stimulus payments, as a tax credit the system automatically using that money to pay off back taxes I hope this help with understanding how and why you may not be receiving a stimulus check.
